Consulting for UVic

The Consultant Information Package acts as an initial orientation guide for architects, engineers, designers and other consultants working with UVic and Facilities Management (FMGT).

This page is based on that document, but is condensed, simplified and reformatted for viewing on mobile devices. It's not meant to replace the document, but to supplement it as a quick reference guide.

The campus

The UVic campus comprises over 360,000 square metres of floor space, more than 240 buildings, and over 400 acres. The campus civil infrastructure includes utilities systems: heating, electrical, water distribution, storm and sanitary systems as well as roadways and parking lots. The campus also enjoys a large natural forested area and the expansive Finnerty Gardens.

Regulatory bodies

The University Act and the Government of British Columbia

UVic is constituted under the Universities Act as an independent agency of the crown. It operates under the authority of its own Board of Governors. Note:

  • Operating budgets and capital funds are provided by the province.
  • The Ministry of Advanced Education and the Ministry of Finance oversee UVic.

The Corporation of the District of Oak Bay and The District of Saanich

The campus is split between municipalities with the north and east sides in Saanich and the south and west sides in Oak Bay. Read more about municipal planning and development regulations. Note:

  • The BC Building Code and the Fire Code are applied on projects, including the requirements for Schedules from Registered Professionals as part of the permitting process.
  • Building Permits are required from the respective municipalities.
  • FMGT will authorize the Prime Consultant to Act as Agent on UVic's behalf.
  • FMGT will pay for and pick up Building Permits once approved.
  • Evidence of applicable permits and approvals must be posted at the site.

Standards

UVic has established standards and specifications both for physical design and construction and drawings and documentation related to projects. Consultants and contractors must follow these standards in their work for UVic.

Sustainability

We work in accordance with the UVic Climate & Sustainability Action Plan 2030 (CSAP). We aim to construct, renovate, maintain and operate campus buildings to green building standards and practices.

All new buildings and additions will achieve the standard of LEED V4 Gold certification or equivalent. We also aim to:

  • design and construct green building projects that meet the highest environmental standards as project budget allows
  • select environmentally preferable products whenever feasible
  • design to minimize waste (water, material and energy waste) using integrated design of systems
  • optimize and manage water use 

Interaction with UVic departments

FMGT is responsible for identifying and retaining registered professionals and other consultants needed for the design and execution of the project.

UVic departments are often consulted for detailed requirements and approvals. All communication with these departments must be coordinated through your FMGT Representative.

UVic's role & consultant team

For work on the Gordon Head campus, FMGT will engage qualified professionals for:

  • structural
  • architectural
  • mechanical
  • electrical
  • civil
  • life safety systems designs

Additional specialized consultants, such as acoustic or hazardous materials, may also be engaged depending on the requirements of the project. Changes to the contract must be reviewed by all consultants before submitting the proposed Change Order to the FMGT Representative for final acceptance. Only UVic can approve an equivalent or alternate product. Only UVic can approve a Change Order. If an architect is the prime consultant on a project, they are required to be the Payment Certifier.

Consultants must prepare drawings and specifications for acceptance, written approval and sign off by the FMGT Representative.

Consultants shall familiarize themselves with all of the relevant regulations applicable to the design, construction, use of material and operation of the premises. This includes:

  • BC Building Code
  • amended National Building Code
  • Fire Code
  • all applicable Occupational Environmental Regulations

The design of the improvements must comply with these and all other relevant regulations, including our facilities and infrastructure technical standards (FITS) document and signage standards.
