Snapshot 2025
The Equity Action Plan (EAP) was launched fall 2022 following extensive community engagement that led to the identification of 5 overarching strategic goals to advance equity, diversity and inclusion at the University of Victoria.
Based on community input, adapted Scarborough Charter commitments and leadership priorities, the plan was populated with 56 activities that UVic is committed to undertaking as we work towards each goal.
As we report institutionally on the EAP for the first time since its launch, we have attempted to balance UVic’s collective progress with an understanding that the needs of the community may have shifted. This is an opportunity to spotlight work taking place at UVic and reengage with our UVic community to inform future action.

Engagement
Since the plan’s launch, the context both on and off campus has shifted, with local challenges impacting student enrolment and operating budgets, and global influences related to on-going political turmoil and prominent global conflicts.
This reporting cycle is accompanied by another round of community engagement aimed at understanding how the barriers faced by UVic community members have changed over the last three years.
This will help us to adjust the EAP and its associated actions to ensure the plan is well positioned to provide UVic with strategic direction to advance equity, diversity and inclusion, and to create the conditions in which everyone feels a sense of belonging.
FAQs
In early 2025, unit/faculty leaders filled out reporting surveys to share progress on each EAP action where their portfolio has been assigned lead. They were asked to share what level they are advancing each action at:
- University-wide – one or more activities are sustaining/complete which creates change beyond the portfolio or across the university.
- e.g., The Better Data Questionnaire has been launched and will be continuously available to all UVic community members.
- Portfolio-wide – one or more activities are sustaining/complete which create change in all units across the portfolio.
- e.g., A VP develops a new mentorship program for leaders within their portfolio designed to support retention, advancement, and recruitment.
- Faculty-wide – one or more activities are sustaining/complete which create change in all units across the faculty.
- e.g., Faculty conducts an equity review to highlight and begin addressing the barriers to equity experienced by community members.
- Unit* level – one or more activities are complete/sustaining which create change within one or more units
- e.g., Equity, diversity, and inclusion training has been provided to all unit team members and leaders.
*Unit refers to all organizational units within the university smaller than a VP portfolio (e.g., department, division, office, etc.).
Leaders are also being asked to highlight one or two activities within their area of responsibility (e.g. unit, division, faculty, etc.) connected to each of the 5 EAP goals.
- Actions: these are acts that UVic is committed to undertaking as we work towards each EAP goal. These actions have been developed with input from community engagement, adapted Scarborough Charter commitments and leadership priorities.
- Activities: In recognition that each action may require multiple unit-level projects or changes to accomplish, activities are the initiatives undertaken in support of an action.
