Investments and Administration Committee
This committee is responsible for the oversight of investments, operations, and benefits administration.

Mr. Andrew Coward (Chair)
Andrew is the Associate Vice-President of Financial Planning and Operations at the University of Victoria. He has been with UVic since 2004, in various roles such as Treasurer and Acting Director of Pension Services. He graduated from the University of Calgary with a Bachelor of Commerce and obtained his Canadian Risk Management Designation from the University of Toronto. Andrew is a CFA Charterholder and a member of the Victoria CFA Society. He oversees UVic's budget and budget planning process, financial reporting, pension and investment services, treasury and risk management, as well as capital, space, campus planning, and sustainability efforts.

Raymond Aoki
Raymond Aoki is UVic’s Treasurer. Prior to joining UVic in 2023, he held numerous roles in the investment industry since 1998 with institutional investment consulting organizations, discretionary investment management firms and private wealth managers. His expertise includes developing investment strategies, monitoring portfolios, and collaborating & communicating with colleagues and investment community. Raymond’s history with UVic goes back to 2013 when he worked as the investment consultant for the UVic Foundation Board. Raymond holds the Chartered Investment Manager (CIM®) designation issued by the Canadian Securities Institute, and holds a B Sc. in Statistics degree from UBC.

Sue Gaudet
Sue Gaudet is the Director, Finance & Administration for Facilities Management at UVic. She started her career at UVic working for University Food Services in 2013. She graduated with a Bachelor of Business Administration from Mount Saint Vincent University in Halifax and has worked in various public sector roles across Canada. Sue is an active member of the Chartered Institute of Management Accountants (CIMA) based in the UK and also a Chartered Professional Accountant, Certified Management Account with CPA Canada.

Kane Kilbey
Kane (he/him) has had the privilege of working on these lands as the AVP, Human Resources for the past 15 years. He is also a UVic alumus (B.A. 1988). He is a fourth-generation uninvited settler of European and Scandinavian decent.
As a team of human resources professionals, HR’s role is to provide integrated, inclusive HR programs, services, guidance, and expertise that uplifts ʔetal nəwəl | ÁTOL,NEUEL in support of the UVic Pledge, university priorities, and the culture that we aspire to create across our campus community. He is pleased to support these priorities with respect to the pension plans.

Michael Lancaster - non-voting member
Michael Lancaster is the Associate Director, Labour Relations at UVic. He is an experienced labour relations practitioner, and prior to joining UVic, he spent many years on the College Pension Board of Trustees.

Mark Stephenson
Mark Stephenson is a treasury analyst at the University of Victoria. He received his BA in Economics with a Business minor from the University of Victoria, and is a CFA Charterholder. Prior to working at UVic, Mark has worked in investment services at a private lending firm, as well as an analyst at a real estate development company. At UVic, Mark is responsible for managing the University’s working capital investments, forecasting operating cash flow requirements, as well as providing analysis on University capital projects. When Mark is not at work, he is likely spending time with his family, or out exploring Vancouver Island by foot or on his bike.

Randi Topp - non-voting member
Randi is the Executive Director, Pensions and Plan Governance, and Committee Secretary. She has been with UVic since July 2023, having previously worked in the pension and investment industry for over 25 years. Randi started her career as a retirement plan actuary and consultant at a global consulting company, moved on to provide strategic leadership and oversight internally for various defined benefit and defined contribution pension plans and related investments at one of the largest global companies in BC, and most recently worked as an investment consultant, guiding and monitoring investment strategies and policies for large institutional investors such as pension plans, foundations and trusts.

Kara White
Kara White is an active Plan Member representative on the Investments & Administration Committee. Kara’s position at the University is as the Science Storekeeper for Faculty of Science.

David Wolowicz
David Wolowicz is an experienced leader with over 20 years at UVic in Finance, Systems, and Communications. Dave has held roles such as Director of Payroll and Manager of Development Services, driving major projects and transformations. David specializes in creating collaborative team cultures, focusing on client service, and implementing continuous improvement strategies. He holds a Masters in Business (Service Management) and a Bachelor Degree in Electrical Engineering, and is a Certified Scrum Master.
