Tri-Agency Open Access Policy on Publications 2026

October 15, 2026

The Tri-Agency released its 2026 Open Access Policy on Publications on Oct. 5, 2026. It applies to grants and Chair awards awarded on or after Jan.1, 2027.

If your Tri-Agency grant or award was awarded between May 1, 2015, and Dec. 31, 2026, the 2015 Open Access Policy on Publications continues to apply instead.

The 2026 Open Access Policy applies to peer-reviewed research articles funded in whole or part by Tri-Agency grants. It does not apply to student and postdoctoral awards or fellowships.

The revised policy includes some important changes to the requirements for researchers. UVic Libraries staff are available to support you through this transition.

New requirements for researchers

Articles must be open access immediately upon publication in a Canadian institutional repository or a trusted Canadian platform.

  • This applies even when the article is published in an open access journal.
  • This open access version could be the published version or the accepted manuscript.

An article must be published with a Creative Commons license or a similar open license.

  • Authors must retain copyright to the article or rights that allow them to apply an open license.

Authors must inform the journal about their obligations under the policy when they submit their article.

  • The Tri-Agency has also sent a letter to publishers informing them about the policy requirements.

Authors must acknowledge Agency funding in the article, including:

  • the funder name
  • the funding reference number
  • any persistent identifiers (PIDs)
