Joint local safety committees

Joint local safety committees (LSCs) play a key role in promoting a healthy and safe working environment for all employees. LSCs are comprised of employee and employer representatives working together to review safety issues, make recommendations, and to participate with health and safety initiatives at their local (unit) level.

Terms of reference

Joint LSCs are responsible for:

  • Conducting documented monthly meetings, with designated Employee and Employer co-chairs.
  • Participating in general annual building inspection of common areas.
  • Conducting and reviewing incident investigations, hazard report reviews or other WorkSafeBC investigations, as appropriate.

Annual evaluations

Each LSC is required by WorkSafeBC to complete an annual evaluation of their committee's activities. LSC co-chairs should complete the annual evaluation form and review it with their membership no later than February, for the previous year's activities.

Annual inspections

Each LSC is required to complete an annual inspection of their building(s) common areas including lobbies, hallways and stairwells to identify potential hazards or safety issues. Inspections of non-common areas (e.g. personal offices) can be done at the committee’s discretion. 

LSC common area inspections are normally scheduled and organized by the LSC co-chairs as part of monthly meetings, with all members sharing in the inspection duties. OHSE Consultants are available to provide guidance and training, as required. The results and action items of common area inspections should be reviewed at the LSC and documented in the minutes.

Annual educational leave

UVic LSC and USC members are entitled to an annual educational leave totalling 8-hours for the purposes of attending approved occupational health and safety training in accordance with WSBC. Please review the Guidelines for more details. Committee members may also use the educational leave entitlement form to support a request to their supervisor.

Training

All new members to local safety committees and the university safety committee are required by WorkSafeBC (WSBC) to complete a prescribed course within six months of joining a committee. UVic has adopted and customized the online training developed by WSBC and the Employers’ Advisers Office to meet this requirement. 

The required training is offered in two parts. Completion of both Part 1 and Part 2 will satisfy the new member training requirement. If you are a new committee member, please complete both online courses as shown below.

Note: Part 1 is offered online through WorkSafeBC (WSBC).  The course provides an overview of safety committee responsibilities and legislation, The course takes approximately 2 hours to complete and is the first step towards completing the required training. (The last page of the course indicates a "facilitated workshop" must be taken.  Please disregard this as Part 2 will cover this material and fulfill the requirements).

Part 2 is offered online through Brightspace with enrollment via Learning Central.
