Abstract

Achieving net-zero greenhouse gas emissions requires carbon dioxide removal and long-term storage. This study examines public support for policies enabling the scale up of carbon dioxide removal (CDR) technologies in British Columbia, Alberta, Washington, and Oregon. Specifically, it focuses on Solid Carbon, an offshore CDR technology that proposes permanent carbon dioxide storage beneath the seafloor. Using representative survey data from 4,085 adults in the region, this study assesses support for eight different CDR-enabling climate policies, including some paired with just transition policies, and analyzes characteristics of support through regression and cluster analysis. Results show support across all policies, with compulsory policies favored over voluntary or governance-based ones, in contrast with past research on public support for climate policies in general. Regression analyses suggest that many attitudinal and contextual factors are consistently associated with policy support, while socio demographics are not. Pairing CDR-enabling policies with worker retraining or opportunities for community involvement boosts support, while lump-sum payment pairing lowers it, suggesting that just transition policies do not uniformly increase support for climate policy. Cluster analysis reveals four distinct audience groups, from universal supporters to consistent opponents. Findings offer policy design insights for scaling the CDR sector and highlight strategies to build durable public support while mitigating potential public opposition.
