A Pan-Canadian Analysis of Community Energy Policy

The Pan-Canadian Analysis of Community Energy Policy (PACEP) project examines how policies, regulations, and utility systems across Canada shape the development of community-led renewable energy projects.

By mapping energy policies in every province and territory, the project identifies barriers that limit participation by communities, Indigenous nations, co-operatives, and municipalities, and highlights opportunities to build fairer, more effective energy systems.

PACEP is creating practical insights to help decision-makers and communities expand access to clean energy, strengthen local economies and ensure more people benefit from Canada’s energy transformation.

Major Milestones

• Presented at the 2026 Canadian Association of Geographers annual meeting
• Completed data collection for Alberta, British Columbia, Manitoba, Saskatchewan, and the Yukon
• Presented at the 2026 Environmental Science Association of Canada annual conference
