Biography

James is a computer scientist with extensive experience in applied earth science, leading the development of climate data tools and platforms that support engineering, planning and decision-making in climate adaptation. His work integrates scientific computing, climate downscaling, hydrology, and geospatial systems to deliver operational, open-source infrastructure for climate services.

At PCIC, James oversees the architecture and implementation of national and regional data portals, working closely with scientists, developers, and public sector partners to ensure that complex climate data is accessible, reliable, and actionable.

James specializes in turning technical complexity into scalable, maintainable systems that support long-term institutional goals, while bridging climate science with software design to ensure our tools are both scientifically sound and practically useful.
