Kayla Byrne’s Roadmap to Collaborative Governance: Strengthening Public Participation in Lunenburg
September 26, 2025

Kayla Byrne, a recent graduate of the Masters in Community Development program, has published a synopsis of her master's research as a Local Governance Hub Policy Brief. Her work, “Enhancing Public Participation in the Town of Lunenburg, Nova Scotia,” critically examines the limitations of existing engagement processes and offers practical, phased recommendations for building a more collaborative governance culture. Drawing on insights from councillors, staff, and residents, Kayla highlights the urgent need to move beyond compliance-driven consultation and embrace ongoing, transparent partnerships rooted in shared decision-making.
The Policy Brief showcases Lunenburg’s potential for meaningful public involvement, while also pointing to persistent challenges that municipal and community leaders must address. Kayla’s research calls for improved communication, earlier and more diverse opportunities for dialogue, stronger advisory mechanisms, and long-term strategies to embed co-governance into everyday practice. Published by the Local Governance Hub at the University of Victoria, this brief provides valuable guidance for communities seeking to strengthen democratic engagement and foster public trust.
