For 30 years by now, Karl’s work has focused on health systems and digital health research. He has been manger (& fund-raiser)/Principal Investigator for more than 50 research projects as well as studies/reports on health systems policy, digital health strategies, eHealth interoperability, infrastructures and applications, telemedicine, wellbeing and healthcare services. He has presented at international professional, scientific and policy conferences and workshops.
Till 2022, he was senior research fellow at empirica Communication and Technology Research in Bonn, Germany, where he established and helped to expand its Digital Health division into a leading European centre in this field. Karl has provided services to the European Commission (EC), European Parliament (EP), Organization for Economic Co-operation and Development. (OECD), World Health Organization (WHO), European Space Agency (ESA), industrial players, national governments, healthcare providers, and healthcare insurances.
His research and consulting interests are European, trans-Atlantic and global Digital Health policies and implementation strategies, impact assessment and benefit-cost analyses, socio-economic aspects and business models, market validation and pilot applications in national and regional health systems
Presently, he is involved in a € 17 m proposal on Neuro-GenAI: Multimodal Generative AI to Transform Personalised Medicine in Neurology - a large-scale, multidisciplinary European/African research project aiming to unlock the transformative potential of Generative AI (GenAI) for personalised medicine in neurology. Recent research involved developing an explainable AI-based decision support App for predicting SARS-CoV-2 breakthrough infections in a SSA context; work funded by the South Africa Medical Research Council. For ESA’s eHealth for Sub-Saharan Africa (eHSA) Programme, he contributed to two large studies on “Interoperable eHealth Systems for Africa” and on “eHealth Regulatory Aspects in SSA”. For the German Government, he developed “Digital Health Ecosystems for African countries – A Guide for Public and Private Actors for Establishing Holistic Digital Health Ecosystems in Africa”. – He also initiated and managed for the European Union a $ 20 million implementation project on “Up-scaling the global univocal identification of medicines (UNICOM)”. It fosters the trans-Atlantic and global implementation and diffusion of ISO IDMP (IDentification of Medicinal Products) standards and semantic codes in electronic drug and clinical databases.
