Julia Eastman

Julia Eastman writes and speaks about university governance in Canada, drawing on extensive experience in and study of the field. From 2005 to June 2018, she was University Secretary at the University of Victoria. Prior to that, she held various administrative positions at Dalhousie University from 1982 to 2003 and was seconded in 2004 to the position of Senior Director (Universities and Colleges) at the Nova Scotia Department of Education. Previously, she worked at the Council of Maritime Premiers in Halifax and the Institute of Intergovernmental Relations at Queen’s University.
She has a BA in Political Economy from the University of Toronto, a MA in Political Studies from Queen’s University and a PhD in Higher Education from the University of Toronto. She co-authored a book on mergers in higher education (with Daniel Lang) and has written about university governance and revenue generation. She is currently writing up findings of a comparative case study of the governance of major universities in Canada.
