History

Hugh R. Stephen (1913-2002) settled in Victoria in the 1930s and went on to become a prominent business leader active in civic and community affairs. Stephen was Mayor of Victoria from 1966 to 1969 and Chair of the Capital Region Board. He was also Chair of the University of Victoria’s Board of Governors from 1979 to 1982.

RHS was built in 1981.
