Norman Ruff: Plan to protect rural seats unfair to Lower Mainland
Professor emeritus Norman Ruff is mentioned in a Vancouver Sun article last week about representation in the legislative assembly and the worries some electoral regions have of losing seats in the limited house of representatives.
