Faculty members available to comment on the Romanow Commission

The following UVic faculty members are available to comment on the Romanow Commission on the Future of Health Care in Canada following its release Nov. 28:

Dr. Joseph Schaafsma (economics) will be watching for the commission to recommend funding to reduce wait lists and provide more equity in accessing health care—he says under the current system it’s more difficult to access coverage for drug treatment than for conventional treatment in a hospital. Schaafsma also believes in redefining health care delivery in cases where health care workers are overtrained for their specific duties. O. (250) 721-8531 or schaafsm@uvic.ca

Dr. Elaine Gallagher (nursing) is interested in whether the report contains recommendations concerning long term care and home care for seniors and supportive housing (the combination of housing and care). H. (250) 474-5535 or egallagh@uvic.ca

Dr. Jan Storch (nursing) will be watching to see if the report moves towards a more privatized health care system or includes a ‘covenant for Canadians’—pledging to protect services and access. Dr. Eike-Henner Klug
e (philosophy) is concerned that any recommendation for public/private health care partnerships opens the door to large American health care providers under the Free Trade Agreement. Kluge argues these companies, some of which post annual profits the equivalent of some provinces’ yearly health care budgets, are capable of bidding low on services to gain a presence in the Canadian market and have the capacity to dominate health care in Canada within a few years. Dr. Rita Schreiber (nursing) is interested in seeing if the report recommends expansion of community health centres, where doctors and nurses are employees of government-owned centres. Dr. Virginia Hays (nursing) is hoping health care renewal recognizes the unique development needs of children rather than treating them like little adults. Hays is a member of the Children and Youth Home Care Network (CYHN), a network of researchers, practitioners, parents and child advocates in Canada, concerned about the needs of children and their families requiring health care in their homes, schools and communities. UVic nursing PhD candidate Bernie Pauly, who is conducting research into access to health care by marginalized people such as the homeless or low income clients, is watching for any move to a privatized system. A nurse for 22 years, she was active in nursing organizations in the 1990s in Alberta and made a presentation on behalf of a coalition of community groups before the Romanow Commission when it came to Victoria.
