Labour Expert Offers China Advice On "Harmonious" Bargaining
He once negotiated contracts on behalf of BC’s and Canada’s public workers and now UVic public administration adjunct professor John Fryer will help introduce China to the fine points of collective bargaining.
Fryer leaves for Chongqing, China on Oct. 23 as the lead Canadian expert advising a 12-member Chinese delegation chosen by the Central Committee of the Chinese Communist Party to achieve its goal of “harmonious labour relations” through a new regime of collective bargaining.
Chongqing has more than 33 million people and a work force of over 18 million. “Canada’s workforce is very close in size to Chongqing’s,” says Fryer. “Collective bargaining in our province and in Canada has proved to be an excellent mechanism for redistributing income—especially to those in traditionally less well paying jobs. The government of China now realizes that it needs to redistribute income from its rapidly growing economy to reward those workers who have been producing the prosperity.”
Fryer was chosen as advisor by the Canadian Bureau of International Education.
