Dr. Chen is a researcher, educator, and innovator passionate about using digital health technologies and artificial intelligence to improve public health, patient outcomes, and healthcare system performance.

Dr. Chen is the Chief Scientist and Knowledge Engineer at Cogilex R&D Inc., which develops a cognitive-based semantic medical search engine to provide reliable health information to the public. Cogilex is also exploring conversational AI technology, developing voice chatbots for self-management of diabetes and knee replacement surgery.

Dr. Chen co-founded the Seenso Institute for Public Health, a registered charity that teaches underserved populations how to access digital health services and how to use consumer digital health technology for better self-care. Prior to joining Cogilex, Dr. Chen was an Assistant Professor in the Department of Education at Concordia University, teaching graduate courses on the design and evaluation of educational technology.
