Using multiple case study design, we are aiming to identify and understand the contextual influences that promote uptake of health equity as a priority in the health systems. We are also interested in teh extent to which health inequities associated with mental health and substance use are a priority for health systems.

We are going to explore and examine the engagement of public health with other sectors in health inequities reduction in the areas of mental health and substance use.

We are doing a critical analysis of the theoretical and practical utility of existing equity tools for policy to inform program development, learning and capabilities requirements to apply relevant tools.

We also want to develop and understanding fo the ethical issues encountered by public health practitioners in their efforts to reduce health inequities and the process of managing those tensions.

The anticipated outcomes of this research include:

• enhanced staff learning and knowledge development in equity oriented practices and strategies;

• strengthened collaboration within and across sector to work together on reducing health inequities;

• the identification of appropriate tools and frameworks to guide the development, implementation and evaluation of equity strategies;

• and a framework to support ethical public health practice in addressing ethical challenges inherent indeveloping and providing mental health and substance use services to reduce health inequities.
