Just How Effective is Canada's Foreign Policy?

Abstract:

The latest issue of International Insights contends Canada has declined in its standing over the last 50 years and to counterbalance this Canada needs to increase spending on the principal instruments of its foreign policy influence: its diplomatic service, its armed forces, and its aid budget but, according to Derek Fraser, Senior Research Associate at the Centre for Global Studies, Canada has done the opposite. The author discusses budget cuts to Canada's three foreign sector departments (Foreign Affairs and International Trade, National Defence and CIDA) and their effects in relation to Canada's role in foreign affairs.
