POLICY REVIEW – OFFICE OF THE VICE-PRESIDENT RESEARCH 

As part of the regular policy review cycle of the University, the Office of the Vice President Research has undertaken a review of several policies that fall under the authority of the Vice-President. These are:

The revisions serve to streamline the content, provide clearer direction, and reflect updated information and language (including job and unit titles). Specific changes are noted below under each policy.

ESTABLISHMENT AND REVIEW OF RESEARCH CENTRES RH8300

  • Name of policy changed to Establishment, Review, and Closure of Research Centres to reflect updated scope 
  • Definition updated for:
    -     Research Centre
    -     Academic Unit
    -     Director 
  • Scope updated to include inter-institutional Centres in which the UVic is the lead institution.
  • Opening policy statement revised to reflect the updated mandate of Research Centres.
  • Removed redundant language on the approval, review and governance of Research Centres and the duties and responsibilities of Centre Directors (references provided to the appropriate policy, procedures and guidelines).

PROCEDURES FOR THE ESTABLISHMENT AND REVIEW OF RESEARCH CENTRES 

  • Name of procedures changed to Procedures for the Establishment, Review and Closure of Research Centres to reflect updated scope.
  • The description of the different types of Research Centres was updated, and a reference table was added along with several bullet points describing the governance responsibilities.
  • Changes to the procedures reflect a streamlining of the description of the processes due to the addition of the table. 
  • Process for changing the name of a Research Centre was added.
  • Provisions for the closure of a Research Centre have been added.
  • No other changes to process, procedure, responsibility, authority, or notification requirements are proposed in the revisions.

PROCEDURES FOR THE APPOINTMENT AND RE-APPOINTMENT OF RESEARCH CENTRE DIRECTORS GV0705

  • A table has been added to clarify the Administrative and Approving Authorities for all types of Centres. This table is referenced throughout the document in order to simplify the explanation of processes and procedures.
  • Clause added for naming Alternate Committee members, in the case that a Committee member must resign before the interview process commences. 
  • Clause added to clarify the attendance requirement for Committee members. 
  • The explanation of the appointment process has been simplified, as reporting and notification requirements are now provided in the new table. The information is presented according to the stages of the appointment process rather than according to the type of Centre.

RESEARCH GRANTS IN LIEU OF SALARY RH8205 

  • Purpose was simplified. 
  • Definition added for:
    -      Faculty Member and Librarian
  • Extensive references to specific Canada Revenue Agency documents have been removed, and generic language requiring compliance with applicable federal rules has been added. 
  • Name change for the associated Procedures; no changes to the procedures themselves.

RESEARCH POLICY RH8100

  • Significant revisions are proposed for this policy, in order to be more in alignment with language in the Strategic Research Plan 2016-2021 and to improve the navigation by users.
  • The content has been simplified considerably. Clauses that are addressed in other institutional policies have been removed, and an overarching statement regarding compliance with existing policies requires users to reference the relevant and appropriate sources of information in related policies.
