Crossing Borders Incoming Commonwealth Scholar Opportunities

The Crossing Borders Program, developed by the Centre for Asia Pacific Initiatives (CAPI) and supported by the Canadian Queen Elizabeth II Diamond Jubilee Scholarships (QES) program, is offering two $11,250 CDN scholarships for incoming graduate level students from Commonwealth countries (other than Canada) working on community development related projects. Preference will be given to applicants with a regional interest in the Asia-Pacific.

Incoming students are expected to have already been admitted to their graduate level programs at UVic. Scholars will work closely with the academic community at CAPI, engage extensively in our existing research environment, and contribute to the growing Canada-wide community of program scholars through an online classroom.

General information

Program Eligibility

The CAPI-QES program requires incoming scholar applicants to meet the following eligibility criteria. Scholars must be:

  • pursuing, or admitted into, a masters/doctoral degree program at UVic (in any discipline with a social engagement, community, or development focus)
  • 35 years of age or under at the time of application
  • a Commonwealth country citizen (anyone who has applied for Canadian citizenship or permanent residency is not eligible) 
  • planning to return to their home country after the completion of their degree
  • proficient in English

Scholars will also be required to:

  • Complete 3 in-person orientation sessions between 1-10 September 2017 for UVic international students, UVic graduate students and one on the CAPI-QES program requirements, introducing the CAPI team, and meeting the other members of the QES community here at UVic.
  • Post four blogs and podcasts focusing on a key social issue to the CAPI website between September 2017 and April 2018.
  • Complete periodic narrative reports before, during and after your scholarship period (1 per academic term).
  • Complete a Capstone project builiding on your research and to the CAPI website by 30 April 2018. 
  • Host a public engagement session between September 2017 and April 2018.  
  • Act as a mentor for the QES intern and scholar cohort in 2018. 


Scholars will receive $1350 CDN/month for 8 months (September 2017 to April 2018) to cover living costs in Victoria and a $450 CDN installation allowance added to their September payment. Total scholarship is $11,250 CDN.

Please note that this timeline is non-negotiable. Please only apply if you can commit to the timeline as indicated above.

How to apply

Prospective applicants must submit the following documents

  • A completed application form
  • An up-to-date resume (2 pages maximum)
  • University transcripts (unofficial copies are acceptable for the interview stage) of current and past degrees
  • A letter of support from an academic supervisor at UVic

Complete application packages MUST BE submitted by email to Robyn Fila at and by 4 April 2017 4 pm PST. Late and/or incomplete applications will not be accepted. Please include “CAPI-QES Scholar Application” in the subject line of your email.

Applications should be saved as “CAPI-QES”, your name, and then a description of what the document is (e.g. “CAPI-QES – Humphrey Joolini - UVic transcript”). All attachments should be in PDF format only.

Only shortlisted candidates will be contacted by the end of May to arrange for an interview (which may be conducted via Skype where necessary). In order to take part in the program, all successful scholars must meet the basic CAPI-QES entry requirements and complete all program requirements as listed above.
