Student exchange

The School of Public Administration is currently negotiating an exchange agreement with Griffith University in Brisbane, Australia.

Procedures for Outgoing Exchange Students


To be eligible, a student must satisfy the following criteria:

  1. Applicants from the MPA program must have completed their first two academic terms.
  2. Be a high achieving student, defined as meaning an average of A- in the MPA program.
  3. Proficiency within English and, if necessary, the language of education at the host institute.


To apply a student must:

  • Apply a minimum of 3 months prior to the start of the host institute's term.
  • Submit a letter of application to the Graduate Advisor, School of Public Administration including a statement of interest, how the exchange will relate to your program of study and career plans. After approval is received from the School's Graduate Advisor on the Exchange Institute’s courses, complete a "Letter of Permission" form available from Graduate Studies.
  • Once accepted for the exchange program, the student signs the "International Exchange Contract" and a "Waiver" form.
  • After completion of the program of study at the exchange institute, students must make arrangements for an official transcript to be sent directly to Graduate Admissions and Records. Ensure this document is notarized by the Institute and translated into English.

Selection of the participating students

To be admitted to the program, candidates must be high-achieving students. The home establishment chooses its candidates and sends their files within the prescribed timeframe to the host establishment, which makes a decision on the admissibility of the proposed students. The host university accepts the proposed candidates in all but exceptional circumstances.

Duration of the exchange

The duration of the exchange is normally one or two semesters.

Tuition fees

Students will pay normal tuition fees and other compulsory student association fees at their home institution. Students will be responsible for paying any special fess of the institution attended and other individual fees, such as books, course materials, and excursion fees.

Health and hospital insurance

Students are responsible for having adequate medical and accident insurance for the duration of the exchange and must be able to demonstrate such coverage.

Financial guarantee

The partner establishment must obtain from their students their commitment to have, if needed, for their spouse and dependents, sufficient funds to cover their expenses during their stay in the host country.

Visas and working permits

The partner establishments must obtain from their students a commitment to personally see to it that they obtain the documents required by the host country.

Procedures for Incoming Exchange Students

  1. By 1 May, students mail or fax the following to the University of Victoria International and Exchange Student Services (IESS):
    • Exchange Student Application Form and attachments;
    • Evidence of English language skills (official copy of TOEFL score - minimum of 575/233);
    • and, a letter of application to the School of Public Administration including a statement of interest, how the exchange will relate to program of study and career plans.
  2. IESS forwards applications to the Administrative Officer at the School of Public Administration (SPA) for approval.
  3. Once an application is approved, students and their advisor/director will be mailed the following documents from the School of Public Administration:
    • A letter of admission (needed for student to apply for a visa)
    • A University of Victoria student number
    • Instructions for registering in courses
    • A list of the MPA courses available to applicants during the term(s) they will be joining the program
    • Instructions for registering in courses (including those outside the MPA program)
