The SPA Alumni Chapter Board was created in January 2006 with the goal of strengthening the School’s relationship with its graduates and increasing Alumni involvement in School activities.
The Alumni Chapter is dedicated to supporting professional development opportunities for alumni, providing alumni with networking opportunities and promoting the expertise of alumni, faculty, and students of the School of Public Administration.
Vision
A strong community of Alumni who benefit from each other and their association with the School of Public Administration.
Mission
To foster connections among Alumni, opportunities for professional development and mutually beneficial relationship with the School of Public Administration.

Steven Emery, Chair (MPA '05)
Steven Emery
Steven received his Masters of Public Administration from the University of Victoria in 2005 and his Bachelor of Arts in Political Science from the University of British Columbia in 1997.
Steven is currently working as Director responsible for student loan revenue management in the Ministry of Finance. Prior to his current position, Steven also worked for the BC Government as a Manager, Property Assessment Services; Senior Policy Advisor, Small Business Branch; and Project Analyst, Employment and Income Assistance.
Kate Kimberley, Vice-Chair (MPA '01)
Kate Kimberley
Kate Kimberley obtained her Master of Public Administration from the University of Victoria in 2001 and holds a Bachelor of Arts Degree in Sociology from the University of Calgary.
Kate has worked as a consultant and has been with the BC government since 2004, primarily with the Ministry of Attorney General. Her work within the justice system has focused on business transformation, implementation of strategic change and stakeholder relations. Kate is currently working at the Civil Forfeiture Office within the BC Ministry of Public Safety and Solicitor General.
Marion Little, Vice-Chair (MADR '08)
Marion Little
Marion holds a BA in Linguistics and a Masters of Dispute Resolution, both from the University of Victoria.
Marion administers the Sexual Misconduct Prevention Policy for the Anglican Diocese of BC. She has just completed a posting as the Executive Director for Threshold Housing Society, a local charity housing homeless youth, and is currently the Interim Executive Director for Oaklands Community Centre. Marion also works as an independent contractor, providing dynamic, tailored, conflict resolution and compassionate communication trainings on request.
Rebecca Whitley, Vice-Chair (MPA '02)
Rebecca Whitley
Rebecca Whitley completed her Masters of Public Administration at the University of Victoria (2002), as well as her Bachelor of Arts with a major in Political Science and a minor Sociology(1999).
Rebecca is a senior consultant with Specialist Advisory Services of Grant Thornton LLP in Victoria and provides strategic and business planning, performance management, risk and evaluation services to primarily public sector clients. Previously responsible for strategic and Service Planning, internal planning and performance management, as well as risk, for various BC Ministries; Rebecca has also worked for post secondary institutions, regional districts, federal government departments and Crown Corporations. Currently, she is also the Secretary for the Canadian Evaluation Society, BC And Yukon Chapter. Rebecca is interested in supporting connections between Alumni as well as with the School of Public Administration.
Kate Berniaz, General Member (MPA '09)
Kate Berniaz
Kate Berniaz obtained a Masters of Public Administration from the University of Victoria in 2009. She holds a Bachelors of Arts degree with a major in Sociology from Simon Fraser University.
Kate is currently a policy analyst in the Victoria office of Urban Systems Ltd., a firm that provides planning, engineering and governance services to local governments. Previously she completed the LGMA Local Government Management Internship program with the District of Lake Country and worked in post-secondary education policy at Langara College and the American Council on Education.
Carrie Dusterhoft, General Member (MADR '10)
Carrie Dusterhoft
Carrie Dusterhoft obtained her Master of Arts in Dispute Resolution from the University of Victoria in 2010 and holds a Bachelor of Arts Degree in Psychology from the University of Alberta.
Carrie currently works in the Ministry of Aboriginal Relations and Reconciliation as Manager of Intergovernmental Relations. She worked in various positions within the Alberta Government before moving to BC in 2003 to pursue a career opportunity with the BC Government as Manager of Aboriginal and Community Relations. She has worked a total of 19 years in the two provincial governments. Carrie has spent about 16 of those years in the area of Aboriginal issues and policy in a wide variety of roles and subject areas. She also has a strong interest in human resource management and organizational development.
Keeva Kehler, General Member (MPA '07)
Keeva Kehler
Keeva has an undergraduate degree (BA) in Geography from Simon Fraser University and graduated from UVic’s Masters of Public Administration Online program. The program allowed Keeva to continue gaining valuable work experience while enhancing her academic credentials and balancing personal commitments.
Keeva currently works as a Land and Resource Specialist for the Integrated Land Management Bureau in Nanaimo, BC. She also co-owns and manages a small land use planning consulting business which assists people with a wide variety of land use transactions including processing applications for land development and providing land use advice to individuals, developers and businesses.
Robert Kroeker, General Member (MPA '01)
Robert Kroeker
Rob received his Masters of Public Administration from the University of Victoria in 2001. He also holds a Bachelor of Law from the University of Victoria, and a Bachelor of Arts degree in Criminology from Simon Fraser University.
Rob has spent 27 years working in the public sector, primarily in the justice field. This work has included leading a number of strategic initiatives in the provincial public service. He is currently the head of British Columbia's Civil Forfeiture Office and a member of the Ministry of Public Safety and Solicitor General's Executive Committee.
Peter Lane, General Member (MPA '10)
Peter Lane
Peter received his Masters of Public Administration from the University of Victoria in 2010. He also holds a BA Economics from the University of Victoria (1989). Peter has worked in law enforcement since 1990 in Alberta and B.C. and is currently employed by the City of Victoria Police Department.
Annette Mueller, General Member (MPA '04)
Annette Mueller
Annette received her Masters of Public Administration from the University of Victoria in 2004. She also earned her Bachelor of Arts Honours in Psychology from the University of British Columbia in 2000.
Annette is currently working as a senior research analyst at WorkSafeBC in the Finance Division. Her previous experience includes work as a policy analyst in the area of occupational health and safety, and as a business analyst in the area of business systems readiness and communications.
Jonathan Vandall, General Member (MPA '09)
Jonathan (Jon) Vandall
Jon completed the MPA program in 2009. Prior to moving to Victoria, Jon completed both a BA in History and a Diploma in Leadership and Dialogue in Society and Environment from the University of Regina.
Jon has worked in the areas of environment, parks, and heritage for the Saskatchewan government before joining the BC public service in 2007. Jon’s current work is focused on policy development to support the implementation of BC’s online identity management solution.
